The owner of this wonder has an amount of "upgrade capacity" equal to thrice the era (0/12) that may be spent on any nation (including itself) within diplomatic range; this can be spent on any of the following: - Doubling the effects of a district; this counts as a duplicate district, but must still be constructed. (2 Capacity) - Tier one district (4 Capacity) - Tier two district (6 Capacity) - Tier three district Each session there is a 5% chance that the guilds in charge of the wonder will threaten a strike, increasing by 5% each time they do not threaten a strike. When threatened, 1 random resources per upgrade capacity used (Per Era) [max 48] must be paid to prevent a strike. If payment is not made that session, all upgrade capacity is disabled for 1d4+1 sessions, and the concessions are increased by a d12.
